A crowded slate of meetings at ICAO from the end of August into the fall is keeping the IBAC team busy. The 14th Air Navigation Conference (ANConf/14) will take place over two weeks from August 26. A “mini-Assembly”, it will gather all 193 member States and several international organizations, including IBAC, to discuss a range of matters related to air navigation efficiency and incorporation of new entrants (e.g., AAM), operational safety, cyber security, and the long-term aspirational carbon emissions goal (LTAG). We look forward to having a delegation that will include individuals from Bombardier and NBAA.
Beyond ANConf/14, ICAO will host the first AAM Symposium and the Non-CO2 Aviation Emissions Symposium in September. The ICAO LTAG Stocktaking will take place in October. All three meetings will be in Montreal, and IBAC looks forward to participating at each on behalf of the business aviation community.
More immediately, however, IBAC will attend LABACE in São Paulo, Brazil, 6-8 August. Please stop by our stand in the exhibit hall at Congonhas Airport (Stand #A61).
ICAO

Activities at ICAO are generally slow during July and August, however, this year marks the ICAO 14th Air Navigation Conference with the theme “Performance Improvement Driving Sustainability”. The objective of the Conference is to reach a global consensus on performance improvement initiatives that will best allow ICAO, Member States, and industry to address, in the context of constrained resources, aviation’s global environmental challenges and the rapid evolution in aviation operations and technologies. As Kurt mentioned, the Conference takes place in Montreal between August 26 and September 6, 2024. At present, approximately 164 Papers will be considered by the Conference. IBAC, with a small delegation, will be present during the discussion and deliberation of the Air Navigation Conference and the outcomes will be shared in the September update.
SUSTAINABILITY

ICAO’s CAEP Steering Group met in Brussels in July. I represented IBAC at these meetings, well supported by Marc Ehudin, Director, Government Affairs for the General Aviation Manufacturers’ Association (GAMA). We also closely coordinated our efforts with the International Coordinating Council for Aerospace Industry Associations (ICCAIA). The meeting was well attended by members and observers nominated by States and Industry. Progress is being made on a number of initiatives, including on narrowing options for amended ICAO Annex 16 noise, aircraft engine emissions, and aeroplane CO2 emissions SARPs.
In August, I’ll join the IBAC delegation to participate in ICAO’s 14th Air Navigation Conference’s discussions on Flight Operations, Advanced Air Mobility and Environmental files. Looking ahead to September, ICAO will host its first Advanced Air Mobility Symposium (AAM24), and the following week the Non-CO2 Aviation Emissions event.

IBAC IPP Activity at Farnborough Air Show: Although this biennial event focuses principally on the commercial aviation and defense sectors, it’s worth noting that several members of our Industry Partner Programme were actively engaged on-site.
Indeed, four IPP members participated in the prestigious, high-profile 2024 Aerospace Media Awards that took place in London on 21 July 2024 – on the eve of the Farnborough show – and attended by some 200 journalists, publishers and public relations professionals.
- Corporate Jet Investor captured an award for “The Best Business Aviation submission” – based on its article, “Wheels on Fire”. Alasdair Whyte accepted the award on stage.
- 4Air chieftain Kennedy Ricci was part of the judging panel that reviewed and evaluated a total of 300 media submissions for the 21 categories.
- From the all-important sponsorship perspective: IPP members Bombardier -- appearing as Bombardier Defense -- and CAE were among the gracious event sponsors.
- Lastly, yours truly received, at the discretion of the event organizer, a “Meritorious Award for Public Relations Leadership in Global Business Aviation” – based on my previous career, prior to Industry/Government Affairs in 2007.
IPP Member Growth: I’m delighted to report that Kal Aviation Group of Vernon, British Columbia, is the latest organization to join our cause as an IPP Operator Affiliate, our first operator from Western Canada. Our overall IPP family currently numbers 18 organizations.
Based at CYVK in the B.C. interior, Kal Aviation Group is the corporate flight department for Kal Tire Ltd., and currently operates two Cessna Citation Encore aircraft. We look forward to seeing Rod Barnard, Director of Aviation and Travel Services, at our second Industry Advisory Forum meeting in Las Vegas this October (IAF/02).

IS-BAH has surpassed the 320 mark for Stage 1 IS-BAH registrations since its inception in 2014. The continued support and commitment to safety by all these ground handling organizations is much appreciated!
IS-BAH and IS-BAO have collaborated with Dyami Security Intelligence to create a new security course, Business Aviation Security Fundamentals. The first virtual course will be held September 10-11 (4 hours each day). Read the press release HERE.
Thanks to all who took part in the July IS-BAH Fundamentals workshop. We had participation from Australia, through to the Philippines, Middle East, Africa, Europe, Canada, US, and South America. It is truly an international standard and community!
