A Word From the Director General

It was a pleasure seeing at NBAA BACE in October so many of the IBAC community: IS-BAH and IS-BAO participants, Member Associations, and Industry Partners. The entire IBAC team was together in Las Vegas throughout the week, and we held a number of events engaging with as many of our constituents as possible. Thank you for your engagement as we continue to create platforms for the global business aviation sector and congratulations to NBAA on a successful and productive event.

We are looking forward to active months in November and December. Next week, we will check in on the Irish Business and General Aviation Association at their annual meeting. That community is growing as the association builds its advocacy for the sector in Ireland.

In December, the MEBAA Show takes place in Dubai. We look forward to speaking at the MEBAA Talks. I will be there and hope to see you at the MEBAA stand or at events around the show.

-IBAC was again asked to take the stage at ICAO in October with a speaking role on a Stocktaking Event Panel discussing ICAO’s ACT-SAF initiative, and more specifically, IBAC’s partnership with ICAO in this initiative. Claude took the opportunity to highlight the BACCC, as well as IBAC’s efforts with the Business Aviation Coalition for Sustainable Aviation Fuels, CoSAFA, and the Climbing Fast initiative. 

- ICAO’s Council and Air Navigation Commission are both in-session, with deliberations that relate to many aspects of the organization’s technical work program, including proposals for Standards and Recommended Practices. Of note are discussions surrounding GNSS Spoofing, which is a growing concern, especially for crews flying in or near conflict zones. Crews are experiencing more instances of both jamming, and lately, spoofing. Crews are advised to be mindful of the following indications of possible spoofing, including:

  • Unexpected changes in GNSS position;
  • Flight management system (FMS) data GNSS conflicts;
  • False alerts from the Terrain Awareness and Warning System (TAWS);
  • False or changing time on aircraft clocks that rely on GNSS signals.

- Regulatory authorities are advising crews flying in areas prone to spoofing to be especially mindful to navigate with heightened situational awareness, utilizing conventional NAVAIDs when helpful, and that those experiencing GNSS interference should report such events to Air Traffic Service (ATS).

Industry Partner Programme

-There was strong engagement at the 2nd meeting of the Industry Advisory Forum (IAF) held 24 October in Las Vegas. The excellent turnout included 14 Industry Partner representatives, 12 IBAC Member Association delegates, and 6 reps from the IBAC Secretariat outlining their respective issues and priorities regarding several key portfolios. These included: data collection; cybersecurity; environmental sustainability with a focus on SAF acceptance; flight operations; and the impact of Advanced Air Mobility.  The attendees at the private, by-invitation-only session participated in an objective and transparent exchange that will help IBAC in identifying and planning activities at the International Civil Aviation Organization (ICAO).
 
-In addition to IAF/02, NBAA BACE was an ideal platform to continue exploring interest in the Industry Partner Programme, with several exhibitors wanting to learn how they can participate in building our global business aviation community.

-Upcoming IPP meetings will occur at Corporate Jet Investor - Miami on 11-13 November – a gathering of the world’s top business aviation “deal makers” including operators, sales brokers, charter brokers, OEMs, appraisers, financiers and lawyers. 

IS-BAO

- A resounding ‘Thank You’ to NBAA, for hosting another outstanding BACE event in Las Vegas, Nevada, 22-24 October.  It was a pleasure to connect with IS-BAO Operators, Auditors, Affiliates, and Industry Partners at this annual event.  Additionally, we appreciate the opportunity to host a panel discussion titled: Collaborative Safety: Aligning Ground Operations and Business Aviation for Risk Reduction. Looking forward to participating again next year!

-The IS-BAO Standards Board convened at NBAA-BACE, where members collaborated to keep our industry standard up to date.  We’re grateful for their dedicated volunteer efforts!  During our meeting we adjudicated suggestions from the past year and expect the release of the 21st Edition of IS-BAO to be available early next year.

-On 1 November, the FAA Part 5 supplement to IS-BAO was made available for operators to incorporate Part 5 requirements into their IS-BAO programs.  The supplement is available via the IBAC portal within the IS-BAO Documents section, Standard Documents tab.

-A revised IS-BAO RPAS auditor training course is coming soon!  Auditors seeking RPAS accreditation should watch for the release notification that will include registration information for the online course.

-IS-BAO Initial and Recurrent Training Courses are now scheduled through February 2025.  See available dates and register at IBAC Workshops.

-Daniel Devraignes, IS-BAO Deputy Director will be attending the International Aviation Safety Summit in Rio de Janeiro 5-7 November.   For information on the event, check out Events at Flight Safety Foundation - Flight Safety Foundation

-Stéphane De Wolf, IS-BAO Safety and Regulatory Affairs Manager will attend the EBAA Business Aviation Safety & Innovation Conference in Cologne, Germany 12-13 November.  This is going to be a great event: Business Aviation Safety & Innovation Conference 2024 - EBAA - European Business Aviation Association

-The new IS-BAO/IS-BAH Business Aviation Security Course presented by Dyami is now accepting registrations for 21-22 January.  Register before the early-bird discount end 31 December HERE.

- Thank you to Ground Support Worldwide editor, Josh Smith, who talked with Terry Yeomans during NBAA-BACE about the importance of safety management systems in the business aviation industry as well as the IS-BAH programme's 10th anniversary. Listen to the brief podcast HERE.

-The last workshops for IS-BAH in 2024 are scheduled for 2-3 December (Fundamentals) and 4-5 (for Auditing). These are nearly at capacity, so we recommend you book soon.

-2025 workshops schedule for IS-BAH through June now online for booking.

-IS-BAH Programme Director, Terry Yeomans will be taking part in the EBAA BASIC event 12-13 November in Cologne.
