The publication of this regulation is the culmination of many years' (since 2018) work by various stakeholders, including IBAC, on behalf of the business and general aviation sector. It is a significant step in enhancing the safety, cybersecurity, and consistency of ground handling activities before and after a flight.
Under the regulation, ground handling service providers (GHSPs) will need to prove that they have a management system in place, including a safety management system, training for staff, a maintenance programme for ground support equipment, and defined operational procedures together with a robust safety culture.
The Regulation requires ground handling organisations to self-declare to their competent authority that they comply with the EU requirements. This can either be by applying operational procedures developed by themselves or industry standards and good practices developed and continually improved by industry during the past decades.
We (IBAC) are confident that the industry standards and recommended practices within the IS-BAH will continue to provide a solid foundation for all GHSPs to de MEBAA CONFERENCEclare their capabilities to their competent authorities in line with the regulatory requirements. The regulation will become applicable from March 2028, with declarations of capability starting in March 2027.
We continue to work with EASA and the competent authorities in developing acceptable means of compliance (AMC) and guidance materials (GM) to the regulations along with providing any other assistance to ensure a smooth and straightforward transition prior to the applicability date and beyond.
